GTA: San Andreas
is it better than Vice? probably, due to the sheer scale of it and the range of weapons and vehicles as well as sub plots and stuff, i just remember thinking 'wow' when i first played it so it wins - i wasn't a fan of the whole homeboy thing tho, give me the mafia anyday - but it did have a jet plane!
